The Challenge of Public Service

The RWG today has published a paper by its chairman, Howard Rosen, on the challenges presented in implementing the Luxembourg Protocol, balancing creditor rights and the public service aspects of the railways. The paper will be formally presented at the Cape Town Convention Academic Project – 2nd Annual Conference on 11th September in Oxford (UK) and will be published in the 2013 Cape Town Convention Journal
