RWG publishes Declaration Matrix for states that have already adopted the Cape Town Convention

About 70 states have now ratified the Cape Town Convention and do not need to do so again when adopting the Luxembourg Rail Protocol. Accordingly the RWG has now published a declarations matrix making recommendations as to declarations just covering the Luxembourg Rail Protocol itself. Details may be found here.
