Howard Rosen
Howard Rosen is an English lawyer and the principal of Howard Rosen Solicitors, a boutique law firm based in Switzerland specializing in international asset finance transactions.
Since 1996, he has served as chairman of the Rail Working Group, a global NGO constituted by UNIDROIT, dedicated to promoting the worldwide adoption of the Luxembourg Rail Protocol to the Cape Town Convention on International Interests in Mobile Equipment. Rosen has played a central role in the development, drafting, and ratification of the Cape Town Convention and its Aviation and Rail Protocols. He has participated in diplomatic conferences and taken a leading role in drafting and negotiating contracts and regulations for the international registry related to the Luxembourg Rail Protocol. He has also collaborated closely with Professor Sir Roy Goode KC on the Official Commentary to the Luxembourg Rail Protocol.
Rosen has advised the United Nations Economic Commission for Europe in drafting and revising the UN Model Rules on Permanent Identification of Railway Rolling Stock and continues to serve on the committee responsible for their revision. His work involves close cooperation with governments, parliamentarians, academics, and international organizations including UNIDROIT, OTIF, the OECD, the EBRD, the European Commission, the African Union, and the United Nations Economic Commissions in Europe and Africa. He also works extensively with financiers, operators, manufacturers, and professional advisers in the rail industry.
He is a member of the African Union experts’ group on the African Integrated Rail Network, Chair of the Commission of Experts to the Supervisory Authority under the Luxembourg Rail Protocol, and a correspondent of UNIDROIT. Through his leadership and expertise, Howard Rosen has significantly shaped the legal and regulatory framework for international rail finance and continues to advise institutions and governments worldwide.
