Luxembourg Protocol Signed
At a signing ceremony today in Luxembourg, the Diplomatic Conference
adopted the new Luxembourg Protocol to the Convention on International
Interests in Mobile Equipment on Matters Specific to Railway Rolling Stock.
The Diplomatic Conference, sponsored by OTIF and UNIDROIT, was attended
by representatives of 42 States and 12 international organisations, including
the EU and the Rail Working Group. The Conference adopted a resolution
establishing a preparatory commission for the purposes of setting up the
Supervisory Authority and the International Registry. It also specifically
nominated Luxembourg as the host state for the Registry.
“This is a significant step forward for the railway industry,” said Howard
Rosen, Chairman of the Rail Working Group. “The Luxembourg Protocol, once
in force, will be an important tool for ensuring a dynamic rail industry
in the 21st century, lowering costs in established markets such Europe,
North America and Asia, and opening up the rail industry to private sector
finance in various parts of the developing world,” he added.
